The German Marshall Fund of the United States (GMF) seeks to hire a

Senior Program Officer for its Europe Program

for a fixed term of one year with the option for further employment

The successful candidate will function as the lead project manager of the Mercator European Dialogue which is organized in a consortium of European thinks tanks and foundations. The dialogue project aims at encouraging and growing a European network of national parliamentarians. For members of parliament the Mercator European Dialogue is an important opportunity to exchange their ideas on the future of Europe, get to know colleagues from other countries, and channel national concerns to the European level and better understand emerging trends. The exchange of ideas is enhanced by innovative workshop formats in order to ensure a high level of interaction and dialogue.

This position offers an excellent opportunity to work in a non-partisan public policy institution that promotes greater cooperation and understanding between the United States and Europe, and that is now considerably strengthening its work within Europe and among European constituencies.

Key Areas of Responsibility

  • Project management of an innovative, international, and multi-stakeholder project
  • Development and implementation of an impact-driven project strategy, including the generation of project topics and formats
  • Coordination of the project partners, briefing of and liaising with live event facilitators
  • Lead editor for all project and conference materials, including publications
  • Coordination of academic and research support for the project
  • Development of a project communication strategy
  • Engagement of national members of parliament and coordination of participants‘ recruitment and selection
  • Lead organization of two high-level events per year
  • Responsibility for budgetary management and financial reporting

Qualifications and Requirements

  • Minimum of 5 years work experience in a project lead position in an international setting
  • M.A. or PhD degree
  • Ability to scout for people and trends in Europe’s political sphere
  • Experience with contemporary formats of convening and proven event planning and communication experience
  • Ability to detect and support opportunities to create networks among project participants
  • Previous analytical and research work on European issues
  • A background in social innovation, design thinking, or multi-disciplinary work
  • Strategic thinking and versatility
  • Proven ability to work well with people in a fast-paced environment including with stakeholders, partners, and ad-hoc teams
  • Excellent and proven skills in project, time and people management
  • Excellent communication and diplomatic skills
  • Fluency in written and spoken English required, proficiency in at least one other European language

Start and Length

Starting date: April 1, 2016 (at the latest)

Duration: January 15, 2017 (extension depends on the renewal of the program)
